Ive been using my Gear S3 to make a call and answer a call.
We're glad you reached out here with your concern. Just to check, is your separate line for the Gear S3 still up and running? Might be worth double checking with your carrier to be sure.
Also, have you tried unpairing your Gear S3 and then repairing it to your smartphone? That should reset the Gear S3 and hopefully jump start the calls again. In the mean time, hey Community! Got any ideas that might help too?

I already unpaired the bluetooth, reset and lost all my data I can make calls just fine, and also when I receive a call on my Samsung Galaxy S6 Edge I can press the Bluetooth connect button and then yes talk through the Gear S3. Also I am not so sure to recomend reseting tehe Gear.. I had a hard time trying to reconnect it to my phone.. Since everything with the SIM and network seems to be in working order, you may want to check the actual pairing via the Gear Manager app. Make sure everything checks out, then go ahead and unpair it from your phone.
Give both the watch and the phone a complete power down. Once both have been powered off, go ahead and start them back up, and try a fresh no pairing of the devices. Let me know if that helps at all. I have attempted the steps that you have outlined above.
